The FSSS has reached a tentative agreement for a 3-year contract beginning April 1, 2020. Here are some highlights, some of which represent a first in our collective agreements. For example:
- A salary adjustment for the 2019-2020 year;
- A special salary adjustment for the year 2020 in addition to the salary increases that apply as of April 1, 2020;
- Higher wage increases for low-paid public sector employees, who represent almost all of our members at the MUHC.
The duration of the collective agreement will be three (3) years, from April 1, 2020 to March 31, 2023.
On the issue of wages, it was the CSN that since 2019 was determined to offer higher wage increases for the lowest paid jobs. Our determination forced the government to table offers in this sense. See the document below.
Thus, jobs at rank 1 will receive a 10.45% increase between April 1, 2020 and April 1, 2022, while jobs at rank 11 will receive a 7% increase over the same period. See the document below.
Other adjustments affect bonuses and allowances.
In addition, effective April 1, 2022, the employer’s contribution to our group insurance will almost triple.
This is only part of the improvements that have been negotiated. A full presentation will be made at the general meeting on ZOOM.
NOTE that the vote that will be taken will only be on the tentative agreement and not on the pay equity settlement.

Pay Equity
For your information, we are sharing with you the pay equity complaints that have been settled for some job titles.
For job titles not listed below, we are still in discussion with Treasury Board to reach a settlement. No Pay equity complaint has been dropped.
In addition, an important pay equity settlement has been reached for over 65,000 of our members. These individuals will have their job titles upgraded and will receive retroactivity that, in some cases, goes back to the year 2010.
The Pay Equity Act provides that only the union organization that represents the majority of employees in a job title can sign an agreement with the government concerning pay equity for that job title.
The CSN is therefore the only organization that could legally negotiate an equity complaint settlement for the job titles listed below:
– Senior Pharmacy Technical Assistant;
– Health and Social Services Auxiliary;
– Housekeeper (light duty);
– Beneficiary Attendant;
– Attendant in a northern facility;
– Physiotherapy and/or occupational therapy attendant;
– Administrative technician;
– Librarian;
